The strategy of MTR is differentiation under the group of business-level strategies.

Why MTR is differentiation?
When we consider a business is under what business level strategies, we need to classify who are the competitors around your business (MTR in your question)
Railway is the (Major) business of MTR, while competitors of MTR are Bus, mini-bus, taxi, any kind of land transportation in Hong Kong.
Therefore, MTR is using railway that differentiate from its competitors, using uniqueness and broad target (Adults, kids, students, etc.)
Since differentiation strategy is an integrated set of actions using to produce services or goods at an acceptable cost to customers, while the goods and services is being different in ways that satisfy the customers needs and demand.

Why MTR is not Cost leadership, focused low cost (Focused Cost leadership), Focused differentiation?
MTR is totally not working in cost leadership, if you group MTR in a category of land transportation, bus is expensive than MTR in some particular routes.
